CEO, Founder and Chairman of the Board
Alexander Tsigutkin is the Chief Executive Officer of AxiomSL, a firm he founded in 1991. Mr. Tsigutkin designed the original framework and foundation for developing enterprise-wide risk management, regulatory reporting and data management solutions. Additionally, he invented and patented a dynamic approach to manage data for risk management and regulatory reporting applications.
Prior to founding AxiomSL, Mr. Tsigutkin was an independent consultant to top tier international banks and financial institutions, advising senior management in the areas of banking operations and database engineering.
As an expert in regulatory reporting and risk management, Alex is a frequent speaker at technology and financial industry forums worldwide, addressing topics such as dealing with changes in regulatory and risk management space, achieving transparency across enterprise, financial control, data warehousing and bank regulatory issues.
Mr. Tsigutkin received his Bachelor of Art in computer science from Yeshiva University and attended the Graduate Computer Science Program at the Polytechnic Institute of New York University.
CIO and Board Member
Vlad Etkin is the Chief Information Officer of AxiomSL. Mr. Etkin, who joined AxiomSL in 1992, has been instrumental in developing and implementing the software architecture that has enabled the company’s product suite to be recognized as a leader in successfully delivering regulatory reporting solutions at leading financial institutions.
Prior to joining AxiomSL in 1992, Mr. Etkin managed a group of programmers in creating one of the first FMS/ERP programs in Ukraine. Mr. Etkin also participated in – and then headed a group of programmers – the design of operating system and programs for numeric control devices for grinding machines. These devices were used to handle high-speed grinding of complex surfaces. Mr. Etkin earned his degree in theoretical physics from Kharkov University, Ukraine.
Chief Administrative Officer
Eyal Amsalem, AxiomSL’s Chief Administrative Officer, is responsible for the administrative functions for our franchise. Prior Mr. Amsalem served as AxiomSL’s Chief Financial Officer.
Eyal Amsalem started his career in the Audit Department at Deloitte and Touche LLP. Subsequently, Eyal spent most of his career working for Publicly Traded Companies primarily performing SEC financial reporting.
Mr. Amsalem received his Bachelor of Science degree in Accounting from Yeshiva University and his MBA in Finance from New York Institute of Technology.
Mr. Amsalem is a Licensed Certified Public Accountant in the state of New York since 1999.
Chief Client Officer
Harry Chopra is the Chief Client Officer of AxiomSL. He joined the company in 2017 and is based in New York City. Bringing more than 30 years of experience in global sales and financial services, Harry is responsible for overseeing AxiomSL’s global business development efforts, implement go-to-market strategies and build worldwide client-driven growth.
Prior to joining AxiomSL, Harry was the Chief Commercial Officer for Credit Benchmark, where he developed the concept of consensus credit estimates by working with the Chief Risk Officer and Chief Credit Officer community across national, regional and global banks. Before that, Harry led the global sales and client services function for S&P Capital IQ. Besides these roles, he also served as the head of International Retail and head of Institutional Marketing at Citigroup Asset Management.
Harry received his Bachelor of Art in Mathematics, with a minor in Economics, from the University of Delhi, and he holds an MBA in Marketing and Information Systems from The University of Michigan.
Chief Operating Officer & Chief Financial Officer
David Weber is the Chief Operating Officer and Chief Financial Officer of AxiomSL. Mr. Weber joined the company in 2019. He brings more than 30 years of financial and operational experience to the company. In his roles, Mr. Weber is responsible for oversight of AxiomSL’s financial and operational functions.
Prior to joining AxiomSL, he spent over 13 years at Charles River Development (CRD) as Chief Financial Officer, where he helped the company grow in revenue from $75M to over $350M. Mr. Weber’s management responsibilities included finance, accounting, human resources, legal and general operations. Most recently, he played an instrumental role in CRD’s sale to State Street Bank and Trust Company.
Prior to CRD, Mr. Weber held various roles at Sybase Inc., including Vice President of Worldwide and International Field Operations Finance, Senior Director of Professional Services and Director of Operations. Before that, he was the Chief Financial Officer at Context Integration, a software consulting company.
Mr. Weber received a Bachelor of Science degree in Economics from Purdue University’s Krannert School of Management.
Chief Strategy Officer
As Chief Strategy Officer for AxiomSL, Helen is responsible for steering the firm’s growth strategy, organizational change initiatives, and corporate development activities. Since joining the company in 2016, she has collaborated with the wider executive team to successfully position the firm for continuous growth worldwide. Helen is based in New York City.
Helen has more than 25 years of experience working with Fortune 500 companies and early-stage ventures on matters critical to the management and growth of their organizations. Her broad range of expertise includes growth strategy, M&A, and operations in the Financial Services, Information Services, and Technology sectors. During her career, she has held senior level positions Coopers & Lybrand, PricewaterhouseCoopers, LexisNexis, Thomson Reuters, Infosys Consulting and other firms.
Helen earned a BA from the University at Buffalo.
Chief Legal Officer
Joshua Geller is the Chief Legal Officer of AxiomSL, where he is responsible for all AxiomSL legal matters. Mr. Geller joined the firm in 2017.
Prior to AxiomSL, Mr. Geller was a partner in the Corporate Department of Curtis, Mallet-Prevost, Colt & Mosle LLP where he was a member of the Mergers & Acquisitions, Private Client, and Investment Management practice groups, counseling clients on a wide range of strategic transactions across different industries. Mr. Geller joined Curtis as a summer associate and held associate and counsel roles before being named partner.
Mr. Geller received his Bachelor of Arts in Economics from Yeshiva University, where he graduated magna cum laude, and his Juris Doctor from Fordham University, where he was a member of the Fordham Urban Law Journal. He is admitted to practice in the States of New York and New Jersey. He is a member of the New York City Bar Association, where he serves as a member of the Emerging Companies Committee and the Corporation Law Committee, as well as the American Bar Association.
Francine Lecompte Gittins
Global Head of Marketing and Communication
Francine is the Global Head of Marketing and Communications at AxiomSL. She oversees the planning, development and execution of the firm’s global marketing strategies and communications programs, reporting directly to the CEO and the CCO. Over the past 6 years, Francine has built revenue-generating marketing campaigns, enhanced worldwide product positioning and increased brand awareness. AxiomSL has now been recognized with 15 awards across the regulatory and risk reporting landscape. In addition, Francine has been a key player in driving recognition of the AxiomSL platform with external research providers such as Chartis and Celent.
Before joining AxiomSL, Francine was a marketing professor for the MBA program at Université Nice Sophia Antipolis, worked as a marketing consultant in North America and Europe; and Public Policy Director for the North Bay Council, where she lobbied on behalf of leading software and financial firms for economic development in the San Francisco Bay Area.
Francine holds a B.A. in industrial relations and economics from McGill University, and an MSBA in international marketing from San Francisco State University.
Global Head of Human Resources
Andi Zhao is the Global Head of Human Resources at AxiomSL and is responsible for overseeing the Human Resources function in AxiomSL globally. She joined the company in 2016 and is based in New York City. She has been instrumental in streamlining and automating the HR processes for operational effectiveness. Additionally, she re-engineered the HR Organization to support business growth in new geographic locations.
Prior to joining AxiomSL, Andi was the senior manager of compensation at the Environment Defense Fund, a non-profit organization for protecting the environment around the world. Before that, Andi spent a decade at MarketAxess, a financial services technology company for Fixed Income Trading, where she help built the Human Resources department from the ground up.
Andi graduated magna cum laude with a B.A in Public Administration with a minor in Human Resource Management from CUNY—John Jay. She is also a member of the professional associations Society for Human Resource Management (SHRM) and Certified Employee Benefit Specialist (CEBS).
Peter brings more than 25 years of experience as an enterprise software executive and has worked in senior financial technology roles in the UK, U.S. and Asia. He draws on deep subject matter expertise in both the pre- and post-trade environments, telecoms, trading architecture and data management and has demonstrated specialty in developing platform services that bring together communities within the financial space.
Prior to joining AxiomSL, Peter was the regional head of DTCC’s OTC trade reporting initiative and CEO of the Singapore-based OTC data repository (DDRS) in Asia. Peter was also part of the executive team that defined and executed Thomson Financial ESG’s merger with the DTCC, creating Omgeo. He has held senior level positions with extranet provider BT Radianz, and at the NYSE Technologies business where he was the Asia COO.
Raymond Tse is based in Singapore and is the Chief Financial Officer and Chief Operating Officer of AxiomSL Asia Pacific, responsible for driving AxiomSL’s corporate vision, and managing the Financial resources and Operations with the objective of growing the Asia Pacific business.
Raymond previously worked at UBS for 10 years, most recently leading the UBS Asia Pacific Finance IT team. In this role, he was responsible for managing the Asia Pacific change portfolio supporting global stakeholders across projects specializing in regulatory compliance, process improvement and internal management reporting. He began his career with KPMG as a tax consultant in Melbourne and is a member of the Institute of Chartered Accounts of Australia.
Ed Royan is based in London and is the CEO of AxiomSL EMEA. Mr. Royan has more than ten years’ experience working on regulatory, accounting and IT projects in the financial industry. Previously, Ed served as COO of AxiomSL EMEA, and was responsible for all aspects of the company’s strategy in the region, including the development of its award-winning regulatory reporting solutions. He also oversaw the company’s EMEA policy, implementation and client support work.
Before joining AxiomSL, Ed worked at Royal Bank of Scotland, Allied Irish Bank and Barclays, where he focused in particular on Basel calculation and financial operating model projects. Ed is a qualified accountant who is registered with CPA Australia.
